Dr. L. C. Sharma is a development practioner with around 25 years of experience in training, coaching and mentorship inn varied disciplines ranging from conceptualisation, programme implementation at community level to policy advocacy on varied thematic areas specializing in strategic planning, institutional networking, organizational development and integrated planning with key interest in
capacity building, action research, identifying technology led solutions for various developmental and socio-economic problems. He holds Doctorate degree in Philosophy and has been the key functionary of
IIRD starting its operation from scratch and taking it to the present level. He is a social and developmental thinker, conceptualiser and innovative developmental solution provider. He has been re-defining the
development with his open ended thoughts and new era developmental philosophy.
Patriotism and spiritual inclination are his intrinsic attributes.
He is well exposed to diverse thematic areas like watershed management, water and sanitation, agro-horti-livestock practices,
entrepreneurship & skill development, banking and finance, comprehensive healthcare, education, rural produce marketing, renewable energy, environment and climate change, social forestry, local selfgovernance and disaster risk reduction.
With the ambition to become more useful to the society, he keeps on maintaining simplicity in thought, speech and actions. His spiritual journey while trying to be a true soldier for the development of the
Humanity gives him the strength to translate his humanitarian dreams into reality.
He has innovated a technological tool under IIRD’s flagship programme named Mission RIEV (Ruralising
India-Empowering Villages) to identify holistic needs of individuals within the families especially in villages and extend customized facilitation support in fulfilling those identified needs through a band of trained
facilitators at low cost. This is an experiment to bring smiles on the faces of the people by taking away all the worries of the people. Successfully pilot tested in Himachal Pradesh, this initiative has the potential to create
assured sustainable employment opportunities to the lakhs of educated youths besides promoting the production system in the villages and thereby making the villages vibrant centres of rural economy.
He has also conceptualised Lokneeti for transforming Indian governance system with the 21st century strategies.
